A LITTLE HISTORY: Roanoke Valley Claims Service was formed in 1999 as a one man operation servicing clients within a 100 mile radius of Roanoke, Virginia. In 2007 Court Enterprises, Inc., formed by Charles Witt, SCLA, AIC, AIS, a claims veteran, who at that time had more than 25 years of experience, purchased the name and assets of Roanoke Valley Claims Service.

Since that purchase RVCS has grown into a National Multi-Line Adjusting Firm servicing Insurance Carriers, Self-Insured Entities, Third Party Administrators and Municipalities across 40 STATES and the District of Columbia! In addition, RVCS has a fully dedicated division of casualty adjusters handling Liability/Casualty Claims across the country. RVCS is also a third party administrator firm serving Lloyd’s of London and the U.S. domestic market place.

Charles Witt, SCLA, AIC, AIS – CEO


Charles has 40 years of  multi-line adjusting and management experience, including 23 years with national insurance
carriers. As a carrier staff person Charles held positions ranging from Adjuster, to General Adjuster and from Litigation Manager, to Claims Manager. Charles’ last carrier position was Vice President of Claims for a national Mutual Carrier in the Northeast.

With the purchase of RVCS in 2007 Charles also has 16+ years on the Independent Adjusting side.

Meet Your Management Staff

Paul J. Graf, AIC, CIA, CIU – President


In August 2021, Paul joined Court Enterprises (CEI), Roanoke Valley Claims Services, Inc. (RVCS), as the organization’s new President. With 32 years of multi-line claims management experience on both the U.S. Carrier and IA/TPA services side of the industry, Graf oversees all business growth, strategic development and operations of both entities. Paul is also responsible for expanding Independent Adjuster and TPA Service operations Nationally while increasing capacity for TPA services in both the domestic & International Lloyd’s marketplace. In addition, Graf will be launching CEI/RVCS’s Subrogation Recovery Services, a new service division providing unique and highly successful Subrogation recovery services in all 50 states.

Prior to joining CEI/RVCS, Graf served as Vice-President of Operations, Compliance & Marketing, Chief Operating Officer, and Senior Vice-President of two nationally recognized claims management firms that provided third party administrator, subrogation recovery, independent field adjustment and litigation management services. Graf also served in many capacities including various levels of management on the U.S. domestic carrier side for over 20 years filling important strategic managerial roles in both Home and National Office operations.

Graf’s management of the organization’s industry leading IA, TPA, CAT Response and Subrogation Recovery services, and his strong network of talented TPA and IA examiners, perfectly complement the core services offered by Court Enterprises and Roanoke Valley Claims Services. Paul’s hands-on experience with arbitration/mediation, litigation support, subrogation management and even fraud/SIU controls will enable CEI/RVCS to take its service offerings to the next level. Other operational and professional claims experience Graf will be able to leverage for CEI/RVCS’ clients includes: Automobile/Motor Truck Cargo coverages, Workers’ Compensation, Auto Material Damage, Errors & Omissions/Professional Liability coverages, National Subrogation Recovery and Catastrophe Claims Management services.

Graf is a member of the Richmond State Claims Association (former President) and former Executive Team Member for the Virginia State Claims Association. Graf has also served as the Northeastern RVP and National Education Chairman for the National Association of Independent Insurance Adjusters (NAIIA), currently sitting on the NAIIA’s Strategic Leadership Committee. Graf is actively involved with the Wholesale & Specialty Insurance Association (WSIA), Property Liability Research Bureau (PLRB), The Claims & Litigation Management Alliance (CLM) as s Faculty and Transportation Committee Member, Loss Executives Association (LEA), National Association of Subrogation Professionals (NASP), PA/National Association of Mutual Insurance Companies (PAMIC/NAMIC), the Virginia Self-Insured Association (VSIA), and is a past Kids’ Chance of Virginia Board of Directors Member.

Martine Smith - Property Claims Manager

Marti has 20 years of service with National and
National Insurance carriers, specializing in Commercial, Agriculture and
Residential and Casualty arenas. She has 24 years’ experience as a multi-line
adjuster for National Independent Adjusting firms and is now the
Claims Manager for RVCS.

Charles Matthew, Liability Claims Manager, General Adjuster

Charlie has 33+ years experience as a multi-line adjuster and manager handling Residential and Commercial property losses, Heavy Equipment, Personal Auto, Cargo and a full range of liability related claims.
